The UESP only says that certain stats and skills will increase, but it doesn't say by how much. On the talk page, someone mentions the stat changes as static and talks about the sneak skill, but there's no mention of Acrobatics, Athletics, Hand-to-hand or Unarmored all of which the topic page lists as getting a boost, so there's some uncertainty there.

If Unarmored and Hand-to-hand remain unchanged between human and wolf form, then obviously an effective werewolf will need to train those skills, but if they are static and set to a high value, then you wouldn't need to worry about it.
